Hi, what's the best practise for cctld domain with hreflang annotation? Is there any web page where it describes about the implementation of hreflang on cctld domain?

If anyone could help me out with this. I haven't found any content on this specific issue out there.
    If I have URL_1 that is **country-specific**
    - i:e: "URL_1/us" , "URL_1/au" and "URL_1/gb" all get a different content.
And under the same domain a have a URL_2 that is **language-specific**,
    - i:e: "URL_2/us", "URL_2/au" and "URL_2/gb" all get the same page content.
Note: In URL_2 they are all duplicates. The only difference between them is in the URL_2 country selector in the Footer, which would be different for each country.
What is the best way to link from URL_1 to URL_2 ?
Should I pick one as canonical and link only to that one?
Example if I choose US as the canonical:
    URL_1/us links to URL_2/us
    URL_1/au links to URL_2/us
    URL_1/gb links to URL_2/us
This way Googlebot will only discover and index URL_2/us (that would be the canonical one).
Or should I keep the country code consistent:
    Example:
    - URL_1/us links to URL_2/us THIS WOULD STILL BE THE CANONICAL
    - URL_1/au links to URL_2/au AND ADD
    - URL_1/gb links to URL_2/gb ADD
Googlebot would discover all of them, but I would point one as canonical using the tag.
Is there a better option between those two?
    Any help is appreciated. Thanks
