No. The great attacking dribblers do not know what they are going to do before they get the ball. They decide based upon their speed with the ball, the defender and his teammates, the proximity to goal and the attacker's teammates.
I do agree with you that using speed is what many players fail to do.

see I can do these skills, even in training against others, but when I'm in a match I panic and lose the ball everytime

you need to practice more by yourself. If pressure of certain situations overcome you, you werent prepared enough. Jus practice with an invisible defender, once you get the hang of that, I promise your confidence will be much better
