That valve looks like a Spence, which is normally closed, pressure to open. So, it should fail closed. There is a possibility that it could fail open depending on the type of failure with in the valve. There are some variables to work through when a valve fails.

What does downstream bleed port do? how does main diaphram build pressure while the bleed port is bleeding pressure?
