This reminds me, years ago I worked for the railroad, repairing freight cars. The guy with the white hat, was the boss, he had no experience and no idea how to get the job done, but. He was in charge, and he was the boss. God help the working man.
Not difficult. Big job. Take weight off the chain with tackle above the anchor, thus creating a loop. What these guys are doing with that steel bar is dangerous. Why did this happen? Investigate. Next time you need your anchor in a storm, you don't want this again.
There was a thumb knot in the chain. Letting chain out would just move the knot back down again. So they had to release the load by supporting the anchor and the last few tons of chain on a steel cable, then pull chain through the knot until they reached a joint. So then they split the chain and pulled it back through the loop and then pulled the chain over the loop and rejoined it. Tada! Done. Now just feed the chain back into the chain locker until you can pull the cable up and release it.

Why would you just not let some chain back out?
