I would if it's your best one. Only time it matters is in the mirror on cmp ties. I have mons without 15 attack and haven't ever had it really effect my battles
I maxed out my 14/15/15 since it was the best one I got, the only thing you can’t do with it is run it as a lead. You’re less likely to run into the mirror with the same energy if you safeswap it or close with it. While using it i’ve only lost 1 game due to 14 attack.
If you don't have Palkia, then I doubt you can swing it in the ML. That said, this is more of an ABC style team, where they are all good generalists, as in they can soft-lose a lot of unfavorable matchups, but don't really cover all of each other's weaknesses that well. It is ABB in that you will often lose lead to Dialga or the odd Fairy type and you have two better answers in the back. Necrozma Dusk Mane is weak to ghost, dark, fire, and ground, and struggles against Groudon, Landorus and Ho-Oh. Ho-Oh is weak to rock, electric, and water, and struggles against Palkia and Kyogre. So you need a pokemon that beats Groudon, Landorus, Ho-Oh, Palkia, and Kyogre, as those are the top meta counters you will be seeing. Kyurem is a possibility, as it's only tradeoff is that the Stone Edge from Landorus becomes much more threatening. This team really needs a counter to Landorus, which is the role Palkia serves.
I have a 98% origin Palkia (14/15/15) with Spacial Rend, and i have 690 XL candy , should i level 50 it or remain steadfast until i get a Hundo with Spacial Rend?
Niantic is phasing out elite tms, making useless for new legacy moves. They want you to throw money at raid passes to get the exclusive moves now. Cant teach lucario forcepalm either

Nah 14 attack is terrible, especially because everyone best buddies them and u lose all cmps
if you're running it on the lead, probably not. but most people run it on the safe swap, which makes cmp less important

For raids Dawn Wings and for PVP Dusk Mane
Both are about equally amazing for pvp, so do whichever one works better with the pokemon you already have built
Like what Kav said both are good. Dusk Mane is good for abb style teams while Dawn Wings is good for abc teams

You have enough xls to level 50 2 so if you have the stardust to spare wouldn’t be the worst investment

No, that's just a waste of XL candy and dust. If it wasn't 14 Attack then I'd say sure, but like... no. Just keep trading for a hundo or 14 HP

You can Elite fast tm Force Palm, I just checked it. I had an old Lucario with Counter. Elite Fast TM gave me the option of Force Palm.
