A 203P with the CB-500 in low power works GREAT here. You can lower the carrier, and it can "swing" to around 18W. But you have to know what you are doing (test equipment needed).
Menu has selection of low and high power. 4w and 10w. I'd never run more than 2w into a 203p. Maybe there's another way to adjust low power parameter that someone will post.

I'm assuming you have to go through the usb to change power parameters
