In alot of western animation there's something called the silhouette test. You should be able to tell characters apart by silhouette alone, so that's why on like the Simpsons or like Futurama they all have such unique and drastic designs compared to just drawing like normal looking people.
Worth noting is that students in Tokyo were required to dye their hair black for the dress code. This requirement was relaxed a few years ago. Japanese people can naturally have black, brown or reddish hair.
