Actually, it is possible to skip her phase 3 entirely and defeat her quickly in Merciless... but you need a bit of luck and the fortune reading that increase Theurgy gain.
Cast Debilitate and Scarlet Havoc on the first and second turn; then continue bringing her health down until slightly above 13k.
Cast Heat Riser and Debilitate, then nuke her with your strongest spell. She will enter phase 2 and begin preparation for the first 9999 Megidolaon. At this point, you can only attack her with Almighty spell.
Switch to a Persona with Enduring Soul, Almighty Amp, Almighty Boost, Single-Target Boost/Multi-Target Boost and Morning Star/Black Viper. Activate Fuuka's Oracle (pray you get concentrate) then blast her with an Almighty spell. After this, Elizabeth will rain her first 9999 Megidolaon followed by Charge.
After you revive, switch to a Persona with Endure, Debilitate and Repel Slash/Strike/Pierce (Arahabaki would be ideal). Refresh Debilitate on her.
Elizabeth will get her attack reflected back at her and retaliate with another 9999 Megidolaon. Fortunately, the last repel should bring her health down to less than 10k, so just activate Armageddon to end the battle.

More a RNG check than anything, Fuuka won't give me the Concentrate
Edit: Beat her the first time Fuuka actually gave me the Concentrate. Did just enough damage (10011) to beat her so it's really about RNG than anything else
im having issues hitting high dmg on scarlet havoc, i have max str, do i need high luck too? Im only hitting 2k on crit
Slash boost+amp, 99 str, atk buff+enemy def debuff+charged (I use the charge from cup card shuffle bonus)
I actually forgot to put multi target boost on my futsunushi, it should be around 5k lol

@@anphans4238 yeah, I read around that all stat affect the final damage, it can reach up to 5700ish if all stat are 99 iirc

Do I need to build a persona specialized on each element? I got Phanta Rei, DIamond dust, and Morning star.. and all the rest that I needed (buffer, Strike repeller)
For this strat? No, you actually only need 1 boosted elemental dps persona to bring her hp down close to 10k from slightly above 13k, from 20k to 13k you can use anything you want as dps as long you keep an eye on her pattern
How do you block the Alice insta-kill attack?
The boots that nullify dark insta kill attack, its from thr tv shoping but I forgot on what date tanaka sell it

Either from tartarus boss floor locked treasure chest or one of the liz request, I dont remember, its the last buttler suit so probably on late game segment
