He can't, it's an Engine Brake and he's in traffic, the truck would come to a dead stop! The only way that you can let an engine break run long and loud is if you're on a long downgrade under a load in a non-engine brake restricted area... Another option is to set the brake on low but, it won't sound as good!

Relaxation Station no not if you have a electronic engine, witch this truck should have, the engine brake goes off once you get below a certain RPM.
