Technically it's quick, slow slow slow. In this context the quick = 1/2 a beat "and" and the slow is a whole beat (1,2,3 etc). Therefore &, 1, 2, 3 would = quick, slow, slow, slow :)

I am a bit confused. The 4 count is for lady steps. Is the syncopated also lady steps ?
You can dance both leader and follower to either the slow timing or the syncopated timing, but both must be doing the same version together :)
