AL Dunkerque for example is a premium commander of the collab "Azur Lane x World of Warships Legends" which is basically always in January/February each year. There you can buy premium commanders and premium ships like AL Dunkerque or AL New Jersey. Some commanders like these two are pretty pretty strong, mostly better than normal commanders in some perks. But the offers of each commander or ship varies each year. Because of that you unfortunately can't tell if a certain commander or ship is coming back the next Azur Lane Wave.

Yes you are right, french premium commander AL Dunkerque gives you almost instant switching between shell types.
