Can I build a family home using *ONLY* the base game and backyard stuff???

The sims team better keep it coming with the free dlc after all these freaking kits.
Also, while I am in the habits of making demands to the sims team can someone tell me when we will finally get fairies added into the game?
What pack do think will go one sale for free-ninety-nine next?
