Excluding all the background layers, that beat can be made in any DAW with a step sequencer (Reason, FL studio) in no time. I like experimental unusual beats. This, sorry to say, is run of the mill and monotonous.
(+) Once you drag drum out of the drum rack you can double click and ungroup the sample from the rack so you can have full key range of the sound. For example pitching hats or snares.

I think you can make anything in any daw, and mostly with stock instruments, it just takes longer then with 3rd party instruments sometimes

how split drum rack in multi chanels?
In the mixer view expand the drum rack... Then on each channel right click and select extract chain.... It will then be on its own channel
