A few points for clarity:
1) Yes, this episode is canon. It’s a dream Astrodude’s son has, which tells us a lot about the character.
2) Venus has a female voice because in the son’s mind, the planet is named after the “goddess of beauty” so a female voice makes sense. In reality, Venus is a hot planet with acid rains and volcanoes, which is why in our show he is quite different.

Considering the fact that astrodudes son was dreaming, and it was all a dream, I’d say that astrodudes son is pretty smart. Most kids from what I’ve seen don’t learn about the layers of the earths atmosphere until 7th grade.

On an dream of legos
Theory: this takes place in between the “Mars Survival” episode and the “Mars Robots” Episode. So my theory is that while astrodude is unconscious due to hypothermia, he has a weird dream where everything (including the talking planets) are made of legos. Along with him meeting bricksane.
