Yes he was, but he came in the first set of Mii costumes with Joker. I feel like between that time and the time when they decided all the characters that would come into Fighters Pass 2 should've been enough time to think that Tails would be better off as a fighter and not a Mii costume.

And I'm still pissed off they didn't think to make a Big Smoke mii costume with the GTA San Andreas included with it, THE OPPOTUNITY WAS RIGHT THERE!!! So now nobody is even gonna remember Big Smoke's name.
