Because they are just normal Pokémon in the Crown Tundra, they are no heroes like in Unova or the classic portal legendaries like in ORAS, SM, USUM. They are just normal in this game, they don't came through a portal from a world where they fight humans to save Pokémon. Only the heroes get their real theme. There is a good reason why they don't have this theme in this game.
Yeah, its kinda sad the amount of hate it gets compared to the other, and in my opinion, lesser themes, like Primal Groundon theme, which I'm pretty sure I'm one of the only ones to not like that one
The tone this music fits is so real to a legendary encounter. I remember when I was little back when I first played 2 and encountered Verizion. It made me feel shocked and the music taking that slow pace to then speed back up really made me feel like I was fighting for my life. It sounds dramatic as hell but I will always have these three swords of justice in my heart as the best legendary trio in what is known as my personal favorite generation. I'm sorry but Gen 5 really is the best. They managed to make an ice cream and pile of garbage charming asf.
Gen 5 is my favourite gen as well. The best story in the franchise, N is the best character ever, and so many people hate on Vanilluxe and Garbodor, but I personally quite like them.

Not using it means GF doesn’t value these legendaries as same as the others.

I feel Gen 4 and 5 are peak in the soundtrack quality department. Not real instruments, not 8-bit--just the right amount of quality for it to feel nostalgic remastered but not too old. However, I've observed that Gen 4 went for more safe instrumentation while Gen 5 went a lot more experimental. One of the best examples is this--there are so many unconventional patterns. I've never heard so many orchestral hits, changes of tempo, fast percussions and all changing constantly for something that you wouldn't say right away was composed for legendary Pokémon, but because it did, you associated this to the legendaries, as opposed to the legendaries being associated with the song that is largely inspired by them. In short, Gen 5 did a lot to go outside the box in music.
Only Jun'ichi Masuda could make an EDM-influenced battle theme sound genuinely threatening and kick feral ass better than 90-95% of actual EDM producers out there. What an actual madlad.
I encountered this music for the first time in Ultra Sun as they added the nice touch of having each legendary in the ultra wormholes with the battle music from their games. The speeding up and slowing down gives it such a frantic and incredibly epic feel, it became one of my favourite battle themes straight away.
This theme and Gen V will always be my favourite. The level of hype and awe when I ran into Cobalion and the screen being slashed and shattered with such a kickass soundtrack is far better than any other experience I’ve had in any Pokémon game. Black and White 1/2 are by far the best games
When the music went faster I used to think it was a timer before the legendary will run away or go away forever so i usually fainted it or failed catching it quickly.
Virizion was the first legendary I've ever caught without using a master ball. I used like 40 ultra balls on it and this theme made that fight so much more epic

But...they did. -.- It's cleaner but uses the same instrumentation, it's called "remastered version". If the instrumentation would be different it would be called "cover" or "arrange".
Notice how the entire song sounds cleaner, but uses the same instrumentation. That is a Remaster. if it used different instruments like you expected, it would be a Cover.

My favourite theme in all pokemon music. Hit's so damn hard, so creative with the tempo fluctuations and then picking it back up with a 'happier' synth melody that almost has no business being in this piece but still works somehow and then gets more detuned as it gets more chaotic. Awesome.

Gen 5 has a special place with me because I had a stale point where I basically skipped Gen 4 games when they came out. Seeing the new pokemon first kept my interest, and then I had a blast of nostalgia in late-game. And then there was the time I randomly encountered Tornadus in the middle of my journey, this music really reflected the feeling of "Wa-wait, what? What's happening? What did I do? What's that?" And then it ran away which I took as a challenge and basically put my journey on hiatus as I tracked it down. It was satisfying to finally catch it.
I like to think of the drums in this song as a heartbeat, how it begins to speed up at certain parts of the song and everything. It really helps build the tension and works really nicely thematically

Don’t use the "it's more fitting in Gen 5" reason because a theme is their leitmotif, it’s basically their identity and what makes them standout, it’s why even after Gen 5 they used it in their other appearances. Not using it means GF doesn’t value these legendaries as same as the others.

I feel Gen 4 and 5 are peak in the soundtrack quality department. Not real instruments, not 8-bit--just the right amount of quality for it to feel nostalgic remastered but not too old.
However, I've observed that Gen 4 went for more safe instrumentation while Gen 5 went a lot more experimental. One of the best examples is this--there are so many unconventional patterns. I've never heard so many orchestral hits, changes of tempo, fast percussions and all changing constantly for something that you wouldn't say right away was composed for legendary Pokémon, but because it did, you associated this to the legendaries, as opposed to the legendaries being associated with the song that is largely inspired by them.
In short, Gen 5 did a lot to go outside the box in music.

I encountered this music for the first time in Ultra Sun as they added the nice touch of having each legendary in the ultra wormholes with the battle music from their games. The speeding up and slowing down gives it such a frantic and incredibly epic feel, it became one of my favourite battle themes straight away.
They done the same thing for ORAS too. Every legendary had their music from the first game they were in or a remix of it.

This theme and Gen V will always be my favourite. The level of hype and awe when I ran into Cobalion and the screen being slashed and shattered with such a kickass soundtrack is far better than any other experience I’ve had in any Pokémon game. Black and White 1/2 are by far the best games

Gen 5 has a special place with me because I had a stale point where I basically skipped Gen 4 games when they came out.
Seeing the new pokemon first kept my interest, and then I had a blast of nostalgia in late-game.
And then there was the time I randomly encountered Tornadus in the middle of my journey, this music really reflected the feeling of "Wa-wait, what? What's happening? What did I do? What's that?"
And then it ran away which I took as a challenge and basically put my journey on hiatus as I tracked it down.
It was satisfying to finally catch it.

terrakion was the easiest for me in W2. He was harder in Ultra Moon. Cobalion always likes fucking up my day. Virizion is a hit or miss, really. But, it's my favorite of the trio.

Keldeo deserves more love than hate sonce a lot of people hate on the keldeo movie, that was the first pokemon movie i ever watched all the way and it made me fall in love with keldeo as a pokemon.
