The easiest way is to run the person's driving history record (sometimes called an abstract) through the state DMV that his or her license is issued through. You'll see all traffic violation convictions back for about 36 months regardless of location/state. Alternatively, you can build an address history on the individual including every county he or she lived or worked in for the last 7 years or so then search county by county.

Rich, I don’t know if it’s good or bad, but there is always a trail of some sort. It’s bad for privacy, but good that when a bad guy needs to be found we can find him. I have no doubt you are one of the good guys, but here’s the first thing that comes to my mind… License Plate Readers. LPRs are everywhere including mobile platforms like police cars (and others). That means even a tag that comes back with no information from the Department of Motor Vehicles is leaving a trail of (at least) clues, if not the exact location where a person routinely stays, works and worships. I personally find this disturbing, but that’s our reality right now.

The bill of rights covers the rest. My #1 priority is to NOT cause harm or injury to anyone or their property. If I do, the codes can be used for the injured’s remedy at law and or equity.

Lenny, What you're asking is about "skip tracing". That's finding someone and there are many, many legal ways to do that depending on the information you have to start with. If all you have is a license plate number, here’s one thing you can do… Write a letter to the truck owner. Put it in an envelope with your return address and a first class stamp on it, but don’t seal the envelope. Write a letter to your state Department of Motor Vehicles asking them to forward your letter to the truck owner. Because the letter to the truck owner is unsealed, the DMV can review what you’ve written and insure the forward request is for legitimate purposes. There’s a good chance they will forward your letter to the truck owner. I hope that helps!

One purpose is just” for research “ under the 1994 law. So anyone can search and “say” it is just for research and statistical data it seems. The pay sites require you to enter a reason. So that is perfectly legal I would gather.

I usually explain it like this… I could make my own furniture, but by time I buy the supplies and tools, then trying to make a clean cut, connect a good right angle and stain or finish the item… well, it takes more time, money and effort than it’s worth to me. So I just go buy my furniture from a place that makes it the right. The same with investigations. A lot can be done by any private citizen, but the time, money and effort to learn the sources and methods, tricks and traps may not be worth it.
