    Dam failure
On May 19, 2020, 5:46 p.m., due to flooding on the Tittabawassee River, the eastern side of the dam collapsed, prompting immediate evacuations in the town of Edenville and the city of Midland. The Sanford Dam, about 10 miles (16 km) downstream of the Edenville Dam and six miles (9.7 km) upstream of the city of Midland, subsequently overflowed.Governor Gretchen Whitmer declared a state of emergency.Governor Whitmer maintained that an investigation will be made into the operators of the dams, as they may face legal actions
Before 9 a.m on May 20, the Tittabawassee River had reached 34.72 feet (10.58 m) and rising. Governor Whitmer reported projections that by that evening, downtown Midland, a city of 42,000, could be 9 feet (2.7 m) under water. Toxic contamination from the Dow Chemical facility could also be discharged due to the flooding. In central Michigan, about 10,000 residents had to be evacuated and were cautioned to put on protective gear and maintain social distancing, as the state was still under emergency measures to contain the COVID-19 outbreak.[33][34] As of the morning of May 20, no casualties were recorded as a result of the flooding, the city’s spokeswoman Selina Tisdale added.
We would love your feedback. Post a review to our profile.
The dam: was built in 1924 by Frank Isaac Wixom, after whom the reservoir formed by the dam is named. Wixom used to own a circus before he built the dam.
The dam was privately owned and operated by Boyce Hydro Power, a company based in Edenville, which also owned three other hydroelectric facilities on the Tittabawassee: the Secord, Smallwood, and Sanford Dams.
In a rarely used federal power, the Federal Energy Regulatory Commission (FERC) terminated Boyce Hydro Power's license in 2018, because of its "inability to pass the Probable Maximum Flood (PMF)", as well as seven other failures.[9] The federal government was concerned that "the dam may not have the ability to pass enough water, if a severe flood were to hit, among other issues and violations."
Following the federal government's 2018 license revocation, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) took oversight of the dam.EGLE determined that the dam was structurally sound.Edenville and the other former Boyce dams were taken over in 2019 by the Four Lakes Task Force, a county delegated authority,[13][14][15] with title to transfer in early 2022.[16] The State of Michigan appropriated $5 million for the purchase.[17][18] The Four Lakes Task Force operates under the Four Lakes Assessment District in the State of Michigan,[15] created in May 2019 by Judge Stephen Carras. In 2019, Michigan's 42nd Circuit Court was involved in determining if only the lakefront owners or all area residents would pay tax to the Four Lakes Assessment District.[19]
In October 2018, and again in mid-November 2019, the dam's operator lowered the water level, in what it called "a safety move." It said it had requested a permit to lower the level from Michigan's EGLE, a permit that was not issued. The operator said it acted “due to concern for the safety of its operators and the downstream community,” and went on to sue EGLE in federal court, alleging "its safety concerns were paramount."[20][21]
In December 2019, the Federal Energy Regulatory Commission issued a permit to investigate expanding the hydropower plant with a second powerhouse containing one 1.2 MW turbine-generator unit for a total of 6 MW.[22]

There are thousands of similar low head dams all over America just waiting to break due to lack of maintenance.
We need to do something about this this and we needed to have started 50 years ago.

@@ToyotaNutjob i know that the legal definition is not low head but again if you compare the mass of water they are holding back to the big dam's they are way lower in head then those big ones. but i agree a really low head would have way less impact. but you need to imagine hover dam failing and then place that kind of water displacement at a location as this. so i get where heads tails is coming from. i also get where you are at.

Thanks for posting this Video of the Bridges that were effected, The fact that while peoples homes were affected, is very bad, having these bridges knocked out of use, will affect anybody in the area and anyone trying to travel through the area for quite some time. It will be interesting to see if they will be able to salvage any of the bridges pilings and footings, if they can that will go along way in getting these bridges back up and in operation much quicker. @@mcearl8073 The dams owner was not at fault in the failure it was the state of Michigan under Governor Whitmer, the dams owner had lowered the lake for safety reasons but were forced by the state to raise the lake level back up to normal in May all because of the death of thousands of endangered freshwater mussels. So the mussels are more important than the people. Funny how she and others were in such a hurry to play the blame game away from their own self.

Newt Watson if no dam would have been there just how bad do you think flooding would have been, if any at all! They come up with how many years based on what recorded data? Is there recorded data for that many years back! I don’t think any dam made with, shall we say a natural berm, could ever be expected to last that many years period. I guess they pulled those numbers from thin air hoping water would never get high enough to flow over top the natural berm.

Marc Reisner’s book, Cadillac Dessert is an exceptional read about the history of dams, the Army Corp of Engineers, pork barrel politics and describes the financial cost, construction and maintenance of these behemoths! I don’t understand why the government agrees to foot the bill with subsidies for these dams and then allows the private companies to passively maintain them while downstream lives are at risk. The utility company owners, government officials and anyone who enabled these corrupt endeavors should foot the bill before any money from FEMA or insurance companies are used! Dams are the second most wasteful government project second to highway systems!

The government of Michigan knew that these dams, and many more, were in need of repair. Someone watching the water level should have figured out the failure long before they failed and warned the people living below the dams. State Governers need to be actively working on these issues before they become this bad.

wayne lutterman, dams are intended for controlling the flow. When weather forecasts call for unusually large amounts of rainfall, they start releasing the water in the lake early so there will be more available capture area when the rains come. This much rain is more than the design limit and safety factors built in. Mother nature’s way of saying “hi”.

This is about sediment I think. We don’t have smart land management policy that can mitigate all the run-off produced by farming in once-forested, poorly drained soil. The Lake was getting shallower and shallower with the sediment build-up, lowering capacity, and then you have a major flood and this happens.

Not one life lost because of this?! Amazing! Obviously there was some excellent disaster plan in place anticipating this kind of event.
That doesn't do anything for the grief & pain of material loss but, at least (so far, as is known) no one died because of this.
The "finger pointing" phase of this thing is well underway, and I can see the lawyers are going to have a real field day with it, also.

Why is it that when there are dam failures or near failures they don't fully open the flood gates untill it's actually to late. Aren't they supposed to have people that can calculate how a certain amount of rainfall is going to affect their lake so they better open the gates now to avoid disaster?

I have to think some of the lakefront owners are partly responsible. Just maybe some of those people went to county meetings and said don’t lower the water, summer is coming and I want to be out on the water. If I look for meetings on TH-cam might just find someone at a meeting bitching.

I think you need to do a bit more research as I did read an article the night this happened saying they had been cited on how many safety issues this I don't think is the entire story. It's a shame the residents and whoever got on the owner for lowering the water level when they did need to do some work and have a bigger spillway from what I read in the article. IMO this lake was made decades ago for recreation, fishing and tourism and should just be left alone maybe teach those that obviously didn't think the safety issues were worth lowering the level to do repairs. I really hope they use brains and are reasonable when deciding on what to do to clean up the mess. People should not be so greedy. Mother Nature is trying to tell us something time we listen.

It could have been a lot worse now the state and county will need to build a replacement. While they are doing that you can dredge or remove all that dirt from behind the same so the new lake is deeper.

The 500 year flood? Is that before or after the flawed dams collapsed? Would it have been nearly as bad if the state took steps to correct the damaged Dam’s? 500 Year flood is BS. It’s a 20 year failure of responsibility.

no it was a dam full of silt :see 1:22 .... you can see they have had to dredge parts just to get boats out on it ( the lake) .... and so it was " pretty " ( and not a stinking marshland ) they had to keep the water level too high .... guaranteed a woman was behind that

Whats wrong in the pics No riprap below fill line whole slope needed rip rap Dam top needed to be min 10 feet above spillway Spillway needed to be wide enough to take hours to erode away slowly releasing water Spillway needed clear run to river this spillway took out forest which clogged bridge overpasses and spillways down stream causing more failures Reservoirs HUGELY silted up drastically reducing capacity requiring them to be kept filled to brim at all times to have adequate flow for turbines No armoring around spillways allowing back flow to rip apart dam Road THROUGH reservoir created bottle neck which washed out costing millions more to fix Bridges downstream needed to be higher and wider instead of cheap low embankments with minimal bridge to resist flood damage and allow flooding to stay in stream Dam Berms dangerously narrow needed to be much wider so over topping didn't mean instant failure Gated spillways needed to be lower to allow greater controlled discharge Note this is third flood in as many decades LESSONS ARE NOT BEING LEARNED since US taxpayer foot bill every time NOTE This is historically Red State, like every Red State allows irresponsible development that US taxpayers REPEATEDLY pay to fix
