No, for multiple complaints over multiple years, for multiple infringements seen by multiple people. There's plenty of evidence these things happened, that his behaviour has been problematic over a long period of time.

Sure... his 'jokes' were inappropriate. But the reaction we see now is way too much. I have to admit though Wallace here didn't help himself with his 'middle class women of a certain age' response. That was just stupid and only made it worse for himself. This apology was the first thing he should have said.
