The thought experiment in the beginning is basically the plot of the movie Eye In The Sky.
Well worth watching, imo. I watch that movie together with my students after discussing moral theories (and the trolley problem and such) for a more real world example... and also to focus on how political decision-making, as is depicted in the movie, figures into the problem
