For example, Studio Syrup Comfiture is a brand under which albums were released. There are arrangers - guys who make music for circles. Here we have Syrufit aka hiro.na as circle representer, and Poplica* aka Tak_sk, as co-founder. However, occasionally Shibayan and Linjin from Shibayan Records and ZYTOKINE respectively were taking part in creating albums for SSC. As well as Syrufit himself did some works for Alstroemeria records. And Minoshima san wrote couple tracks for SSC in return. That's a usual thing when arrangers release under different circles. Sometimes circle may not be just a brand, but an actual band or arranger who sticks only to their own name. For example, Foreground Eclipse guys never participated in other circles (we do not count Merami here). But in general arranger is free to move around from circle to circle - whoever would be glad to have them on their album. Next, arranger - is a guy who do re-arrange of someone else's work. In our case - it's touhou ost. However, sometimes arrangers go beyond re-arranges and do original works. That makes them... composers? I'm just calling them artists as most general term, which may be more rarely used in touhou themed scene.
