Some states allow a double wye and 45s for back to back fixtures. A double sanitary tee can cause problems with larger flush valve toilets causing water loss in the bowl when the opposite toilet is flushed.
That makes sense, as well as it is going to partially obstruct that vent, which is going to create a slight vacuum in the other toilet riser. It's kinda interesting how codes change from municipality to municipality.
Vents should not connect closer than 2 pipe diameters from the trap outlet to the vent. Traps can evaporate quicker and vents can clog when connected too close to the trap.

That makes sense as to evenly disrtibute the paper into the pipe before dropping it down the vent stack, thank you.
