Just give them electric heaters, and subsidize their electric bills. There's many safe, efficient, and affordable electric heaters available on the market. I use a lasko in my room to avoid heating the entire house.
I had the same thing happen. No heat for over a week in this temperature. I just went to walmart and got a $10 heater fan and ran it on low in my hallway. After a day it heated my whole place.
@@somethingsomething404 what im trying to get at is I was warm. I wasn't kicked out of my building. I lost maybe $15 dollars tops for buying and running a heater for 4 days. Life goes on man.

@@blazed85 Please be prepared for a higher electric bill. Those little heaters require a lot of electricity to run.
