I like the analysis with fairy ship and John silver. The 1 drop location plus card draw from castle/library could end up being something similar to tamatoa and items. Sounds interesting

"RULER OF THE SEAS: When you play this character, if you used Shift to play her, return all other exerted characters to their players’ hands." it doesn't "your" it says "their players' hand". Sounds like you get to choose the player who you are going to bounce all of their exerted glimmers. Super Kit Cloudkicker

Moreover, if u hive reckless with the little jasmine, that character will be exerted most serenely next turn, so its actually helps the big jasmine

Nope. In german it is worded that every exertet char. go to the controlling players hand. So you can't choose, Jasmin bounces everything
