The header photo refuses to move up past the menu. It doesn't click and drag upwards, it never even shows me the moving cross cursor. I can only move it down

thank you, but this way of working is just horrible. just give us a simple layer ladder and make it possible to change pictures opacity. but i gues they will not changes this since it has been the same for about three years at least now.
