I agree that the term is vague but I would not suggest equating it with a C of O. The contractor may still be using doing a significant amount of work that could be highly disruptive and even dangerous to the occupants. Conversely, the contractor could be done with the work but then having to wait for the inspectors to schedule the inspection. The only good thing about tying it to a C of O is that it is a black and white date. Regardless, I appreciate the need to DEFINE TERMS early such as at the precon meeting before nuances of understanding are pushed to the limits due to the stresses of schedules and delays.
