    My experience is it relates to the fear of failure. Each culture manages the risk differently. I have implemented a lot in Asia and Mexico. In Asia they are very cooperative because if there is failure it is not their fault but yours. In Mexico they want to know how it will affect their life, if you sell them the benefits they get behind you. In the US it is variable dependent on the company culture, how support there is for risk taking.

    Here's another one: resisting change because it goes against the fundamental values of the organization. Some changes are not actually helpful or necessary and have more to do with vanity projects.
