considering the things in the top right seem to be about the state of the level rather than one action, I would assume that it means cover all the buttons, have no doors left, and have no babas left. If 1 button action is covering up a button once, and the top right button means the buttons must all be covered at once, then the only way to extend the same interpretation to the other two is basically just what I described. now, in the actual level, it doesn't seem to work like this, so I think the level creator is just a nerd.
