Every relay have delay time. Till that time it not trip
If that starting current continue beyond the delay time ,it will be trip

Motor Rated current is 17amp and you are set 17 amp in OLR.....😇😇 I'm sure this motor will burn 100%

Motor not burning, because you can run the motor continue at full load current as per mentioned in name plate
