Typically, research aims, objectives and questions are required for all types of academic research, so I can't see any harm in using it in a research paper. Worst case, it may be slight overkill for a simpler project.

I am reading a research paper namely "Electric Energy consumption Prediction of a Small/Medium business: A Machine Learning Approach" and it discusses the efficiency of several ML models to predict the same using feature engineering. How can I frame the correct research question to this paper. Is it (1) How efficient is Machine learning in predicting Electric Energy consumption in Small/Medium business ? or (2) What is the impact of number of Workstations and lights/ environmental factors in Small/Medium business ?
Both (1) and (2) can be potential research questions. However, the research question you choose will depend on your research interests and the specific focus you want to explore.
