Than you have to apply degeneracy, In degeneracy you have to add allocation by choosing the least unallocated value and than checking that from that cell there is no closed loop is generated and if it's generated than move to next least value and than checking again if rule setisfies than you add 'e' as allocation and solving it normally than at the last during solving transportation cost you ignore the term 'e'.
