Every class has a buff that has like 3 (or 5?) minute cooldown, he is referring to those, usually its on E or Q. But sometimes, like in my case I'm playing Maegu, you can only do the buff when you have put it into your quick slot bar! Hope this helps ;) @@Musaddique_MMALI
