Time Impact Analysis is not the only delay analysis method. Let's have a look at the six delay analysis methods under Delay and Disruption Protocol by SCL (Prospective and Retrospective)

Whether TIA is used when the project is completed? or Time Slice Windows Analysis?

You typically need a retrospective analysis in this case. TIA is commonly known as prospective method but it can be used in a retrospective environment too as per AACEI RP 29R-03. So both methods can be used.

How about if i am using the mitigation plan or fast tracking method wherein I am reducing the impact of delay (e.g. overall duration was 60d but reduce to 45d). Can i use the baseline schedule to do that?

Schedule update is typically used to mitigate delays, not a baseline. At the same time, we want to be careful about how we address recovery measures in the project because it can compromise the whole entitlement.
