There was no exact word prohibiting to borrow from subordinates ..what was only stated there is to any person that may be affected by the function of their office, I think that was referred to any private individual who has any a transaction at their office.

Yes tama po, that there was no exact word prohibiting to borrow from subordinates, wala tayong mababasa sa RA 6713 na hayagang pinagbabawal yung panghihiram ng pera by superior officers from subordinates or lending by subordinates to superior officers,
but Section 22, Rule XIV of the Omnibus Rules implementing the Civil Service Law, it is punishable as a light offense.
