Hmmm, 1998-‘99 was when US animation had a huge simultaneous shift to hand drawn animation with digital coloring. Most notably with shows like The Simpsons and King of the Hill. I really think this cartoon pilot is part of that shift, because it really looks hand drawn with digital coloring. I could be wrong, but it has that same weird desaturated color palette and tone that a lot of tv animation had when the technology and production process was still being figured out.

The girl bear 🐻 is not that’s he’s not angry or annoyed by her ignorant father she’s more positive any of the cliché egghead characters. Yet her design remains me of sonic the hedgehog character
