Was the deep seek that you tested on your PC? I found that the distilled models that can run on commercial hardware are less censored than the one on the app, I think the censorship either degrades when distilled and or quantized or the AI is Doped with censorship on the app.
The censorship is done via the app, it’s not present in any of the models. Similar to how OpenAI does it.

The Chinese already know not to touch that one with a ten foot pole, even if they can with not that much effort access a wiki on the matter. Much of the censorship in China functions more along the lines of a cancel culture, e.g. you don't actually get in trouble for dissident speech necessarily, but it might get awfully inconvenient when you're up for a promotion, and given that most social media is real id verified in China it can become quite an issue if you get banned, especially on something like WeChat, which is the everything app Elon drools over(it does EVERYTHING, chat, video, payments, free money transfer, food delivery, rental bikes, taxi hire, stocks, plane tickets, games, covid status when that was a thing, online shopping, and I'm barely scratching the surface, it's pretty amazing honestly). I don't think they care enough to censor the model itself, as long as the public phasing app is kept in check.

Strategy is basically: introduce a bill that is so ridiculous, people naturally push back, then you amend the bill that people don’t like but will be passed because it isn’t as ridiculous.
The way I see it is that they never intend to pass it knowing it wont work, but it WILL discourage allot of investments and market share for a short time, enough to go through the deep seek hype and damage its potential permanently.

What is so hard to understand? An AI model able to run locally that could mean millions of dollars lost for quite a few American companies is the problem here. It’s not about having your data stolen or not, it’s about killing the competition and the usage of open source as long as it can touch the billionaires pockets.

That was a very minor reason, they were far ahead of Europe for many centuries. That was a very long, drawn out process of technologies being developed for European-style warfare which was unique to Europe, and the Ottomans had schooled Europeans for centuries all the way up to Wien.

However, that cutting-edge military doctrine was sort like having the first car. Everyone did it better afterwards, but you still have the first car, so why change if it still worked? Until it overthrows your government because the state did not catch up. Or something

Keep in mind that Hawley probably had little to no involvement in actually writing it; it was probably his staff and/or lobbyists. I'd wager that he saw all the news headlines about the financial impacts of Deepseek and just directed his staff (most of whom are probably political science majors or similar) to write a bill in response, and the entire lot of them are just clueless about how AI, open source, and research all work.
