Contrary to the statement, the USMCA actually included provisions to discourage job relocation:
It increased the North American content requirement for duty-free treatment of vehicles from 62.5% under NAFTA to 75% under USMCA.
The agreement included a requirement that 40-45% of auto content be made by workers earning at least $16 per hour, which was intended to reduce the wage disparity between the U.S. and Mexico.
Trump's Understanding and Future Plans
There's no evidence to suggest that Trump "forgot" about the USMCA or signed it without understanding it. In fact, renegotiating NAFTA was a key campaign promise that Trump fulfilled.
Raising Tariffs and Breaking Agreements
The statement is correct in implying that unilaterally raising tariffs would likely violate the USMCA. Any such action would indeed have potential legal and economic consequences. However, it's worth noting that during his presidency, Trump did use tariffs as a negotiating tool, including imposing tariffs on steel and aluminum from Canada and Mexico, which were later lifted.
In conclusion, while the USMCA did change trade dynamics in North America, it was not designed to incentivize job relocation to Mexico and Canada. The agreement actually included provisions aimed at protecting U.S. jobs and interests.

@@mboiko Companies met the "content" and "workers earning" requirements of the USMCA and have already moved jobs outside the US. John Deer are currently moving 800 to Mexico. Free trade is a main purposes of the agreement, so clearly this has incentivised some companies to move jobs to where other efficiencies can be realised.

So demand declines and Deere announces a layoff of 800 workers in Illinois and Iowa factories. Meanwhile, Deere buys land in Ramos Mexico to build a new plant to take over the work that's done in Iowa.
Now I'm no Republican, but you don't have to like Trump to know what John Deere is up to. Trump was 100% correct when he said...(USMCA or not) “They think they are going to make products cheaper in Mexico and then sell them for the same prices they did before,” he said Monday of John Deere, “making a lot of money by getting rid of our labor and our jobs.”
Would this move help John Deere, no doubt it would...but would this help the American Worker, most likely not...because the "problem" is the WHOLE Economy including the Agricultural sector. If elected Trump has MUCH fixing to do, can he do it I don't know. But as an American consumer/worker, we can't take 4 more years of what has been a total Economic Dumpster Fire...

Trump talked a lot about bringing jobs back to America in 2015/2016 and while he was President but did nothing to achieve it. He lost manufacturing plants to Mexico before his disastrous responce to covid eliminated more jobs than any other President.

American AND British companies have been exporting jobs to cheaper countries for 70 years. Indian call centres are only the latest example where even service jobs are exported for profit. Only now as globalisation retreats are products being made closer to home.

I have packed and picked UHHG's (used house hold goods) and sent them to mexico. They don't play, anything that plugs into a wall even if it's used will have a tariff, taxes and duties. So, if it has a plug, model and serial number has to be on the inventory (so that typical due of manufacturer can be identified, two years old no payment) Why is this apart of this story. You move to mexico, you have all you "used" belongings shipped there. If you don't pay those taxes, duties and tariffs, your stuff can be destroyed at port. Yes, other people are very aggressive. It has been two years, they could have completely changed. It did depend on the forwarder. Sea, or air difference.
