I'm not too deep into the game (I've had experience with the other media, but the game is hard to find translations for) but from my understanding of the manga, audio dramas, etc, he's had some severe traumatic experiences with a woman who was in a high position in the government. the government in this setting is entirely female, with them in charge of legislation and etc, so him being harmed by a woman in the government means that he can't do anything about it. the jacket was a coping mechanism to be able to find work-when he wears it he can pretend he's Hifumi The Excellent Host, and he's come to use it as a crutch where he believes it's necessary to deal with his social anxiety and fear of being touched or harmed by women.
