I would recommend lowering the resistance slightly, like in the video. If it doesn't help you may want to replace the laser. Withouth an oscilloscope it's a guessing game.
I just bought a new disc laser reader, and I might've accidentally partially burned it by increasing the potentiometer too much. I tried 0.852, but it's still lagging and freezing, and sometimes, eventually, it becomes all black screen.
It is a SCPH-102. I'm sorry to hear that, usually I't takes me around 3-4 tries to get it correctly dialed. The secret is to lower the resistance gradually, you don't want to overdo it and kill the laser. It is also possible that the laser you bought was faulty from the factory, I had bad luck with these before. Techically there are ways to mod your system to take games on sd card but it's quite pricey in my opinion. I'm sorry to hear that you are giveing up on your project but I totally get it. There a lot of things that are on my back burner that I could not fix at the moment.
I know this was 11 months ago so im sure its not relevant to you, but if another commenter sees this - there is a solder glob on disk readers, idk exactly where for this one, but its meant to keep it from having static shocks in shipping, you need to just melt that glob. I dont know if this disk reader would have that but maybe that was the issue. Also you shouldnt have to mess with the potentiometer I dont think?
Sometimes this happens with the playstations I work on. I usually change the laser for a used good one or I buy an aftermarket one when this is the case.

My PlayStation stops at PS logo screen, tried potentiometer tweak, some games load, some don’t.
