in get meta data ,setting, there is option - filter by last modified ,what is that, can we used it instead use of second get metadata activity

No the first dataset present in get Metadata 1 is pointing to folder level.. And second one is parameterized to iterate over each files inside folder and we are checking the last modified date of each of the files that's the reason one get Metadata is inside Foreach for iteration
