Indian embassies also not give visa to Pakistanis but also refuse visa to Pakistani origin persons settled in other countries Passports.
The person who plotted Mumbai terror attacks in 2008 was an American citizen of Pak origin who is in jail in the US. He visited Mumbai to do recce of Taj hotel.Now you understand why Pak origin people settled abroad are not given visa.
Alot of Pakistani men have been involved in jihad in alot of country's !!! My friend in England wants to visit India but cannot because his parents are originally both from Pakistan !!!. Also to visit India you next to give contact number and details of an Indian national on the visa application.

One thing confused me. Usually the embassy of country to be visited process visa. Actually visa is the permission of country to be visited. I don't understand how embassy of India process visa for Pakistan. Please correct me if I'm wrong. Passport is identity of citizenship of country of citizen visiting other countries. Other countries embassies in country of citizen permit person's visa, being a type permission to visit that country under certain conditions. In my opinion Indian embassy in New Delhi doesn't exist. Instead foreign office of India may have some role in processing foreign trips specially in the case of Pakistan. Because Indian government consider Pakistan as enemy country and discourage its citizens to visit Pakistan with different excuses. Sometimes agents of RAW are inducted through them into Pakistan for which Pakistan adop special measures. In which case visa processing by Pakistani authorities may become difficult.
