I think they actually missed the reasoning behind the title? I'm pretty sure the University of Illinois (the same one they're dressed as) uses "Come on Feel the Illinoise" as a huge part of their sport's chants. I don't think it really has anything to do with the song they brought up.

I think you'll find that, as you obsessively listen more and more, the album will morph in your mind and new favorites will come to the foreground, rotating in and out kaleidoscopically because so much of the album is favorite-worthy.

This may sound overly naiive but despite the name of the album, the names of the songs, and the lyrics, it never quite clicked for me that this music was explicitly tied to experiences and history unique to the state. Learning a little more context re-frames the entire album. Makes me want to actually read the lyrics instead of just enjoying the sound of the music.

HOPELESS ENTERTAINMENT I love those lyrics and the song is so spare yet its mood is so captivating. "Impossible Soul" is the work of a madman. So much love and tragedy packed into it. A real journey of a song, nothing else like it

Seriously, though, it’s definitely not my favorite of his album’s anymore, but it was the album that converted me to a fan, and started this 13 year love affair I’ve had with his music.
