I can do it with Leon. The strategy is to stack bombs and focus on the human enemy. Leon bombs have the ability to make the enemy bullets dissapear so when the bullet hell is too strong, use them. However, if you get to the final boss without any powerups and bombs, yes, its nearly impossible.

You have to focus your damage on the actual boss instead of the cannons.
It's doable but without 'no damage' condition. Those reflecting lazers are making hell at the end of the battle plus timer.
