American MREs have heater packs too. That "smoke" is typically hydrogen gas and steam created by the exothermic chemical reaction when water mixes with the powder pack, it's flammable so be safe and all that.
Your supposed to use that green bag for the heaters. And put the packets in them ( the food packets).Then pour the water in the green bags and slightly bend the ends shut.
