    Happened in China this year, functionaries from the officials could see it coming but no-one dared to take initiative to stop new metro cars entering whilst the water got higher and higher inside. After that a news stop was enforced (officially the number of fatalities is always extremely low) although it is usually forbidden to publish or message any footage of any news anyway. And the army was sent to cordon off the area, and then they rolled away on trucks dozens of metro cars, all with all the windows covered with black plastic. Same for a tunnel containing a highway, precisely the same scenario. At least that is what I saw on the footage of the flooding in that particular city, there have been floodings everywhere there, with at least 15-20 MILLION people losing their houses, stores, stuff, vehicles, livelihood, animals and anything that grew or was present on farmland. The officials have offered financial 'help' that does not even cover a cent for every dollar lost (whilst mostly this all is the result of corrupt officials, more so than directly the climate or weather!)
