At least that is what I saw on the footage of the flooding in that particular city, there have been floodings everywhere there, with at least 15-20 MILLION people losing their houses, stores, stuff, vehicles, livelihood, animals and anything that grew or was present on farmland. The officials have offered financial 'help' that does not even cover a cent for every dollar lost (whilst mostly this all is the result of corrupt officials, more so than directly the climate or weather!)
