As a foreigner that opens a HK business and wants to pay tax to serve HK customers, can my business assist me in getting a visa to live and work on HK?

It helps but there are additional terms and conditions to meet. Although this is not my area of expertise, I understand that the basic requirements include setting up and running a business with a Hong Kong office, as well as developing a full business plan for operations in Hong Kong, which involves hiring employees, securing investments, and more. For more insights, you may refer to the detailed document checklist available on the official website. www.gov.hk/en/nonresidents/visarequire/visasentrypermits/applyinvestment.htm

But that doesnt mean you wont pay tax i your home country right? Even after 16.5 percent you have yo complete it to the local rate 21% for example

It really depends on where you are physically residing and your tax residency. According to your example, I assume you are staying in a country that will tax your foreign-source income, including the profits made under the company you control (CFC rule). The 4.5% gap seems payable.
Imagine that you are German and physically living in Germany. I don't see any tax benefits from running a business as an HK LLC there, although everyone could own and run the HK LLC. However, I have clients who have still chosen this route for non-tax benefits, such as banking, trading with China, etc.
Considering that an HK LLC might facilitate better international business operations makes more sense in such cases. Please book a call to discuss your specific situation.
