He Shakespeare with other people because it is an old beautiful building.( 19 century) They must pay rails because they were not there. They have rails like in the past. People can fall down. That top layer looks like "Air stone". It is a man made faux stone that is sold at hardware stores. Do they just rip off other peoples videos and make up bullshit voice overs?
Remove any broken or failing material and repair existing stoop, then drop rockfaced bluestone treads and use real stone veneer. Then you could be done in a day. It would look more expensive but cost less.
