It is for security reasons. Keeping battery voltage below 60V allows for category 2 protections instead of needing highly qualified people to install and protect the system. You could touch +bat and -bat with your hands without getting hurt. For off-grid applications and residential installations where kids could be close to the batteries, safety is a must.
