The entire thing doesn't make much sense. It's after school so why would Belding care that he's on the phone? Plus I think it would make more sense that Zack could simply tell Belding the truth that he won a trip and he has to be at the Max between 4 and 5 to claim it. Seems like he would understand the entire situation considering it's after school and Zack should be free to do what he wants.
Zack is the only teen I can recall who had a cellphone in high school in the early 90s. I graduated in 1999 and I dont remember anyone in school with a cell phone yet. Pagers was the extent of it. I dont know if there was any rule or protocol for a student using a cell phone in school. I think it was a rule for Zack in this episode. It'd be like a principal in 2023 asking student not to use their teleportation device on school grounds, doesnt really apply to anyone or no student has one.

Poor Zack just never really learns his lesson in his actions gets in trouble in this episode and I think belding is now fed up with his Ill-manner behavior with the cellular phone disrupting in class with schemes one too many times, which is why finally gets strict with him
Thats stretching it a bit. This is after-school detention, not Saturday detention. They are all in the same clique. They didn't have any angsty, teary conversations, just bitching about wanting to go to Hawaii.
