At the risk of sounding stupid, how can Tottenham build a brand new, state-of-the-art stadium in the past few years, by all accounts the best in the country, for the same cost to renovate an existing stadium?
Man City don't outright own the stadium. They wanted to demolish it and build a new one, but Sport England have part ownership and won't allow it. Man City have a stupidly long lease (maybe 250 years) on the stadium, so they would have to pay that off if they moved. They have had to work around what was there when it was the Commonwealth Games stadium. Bottom tier is below ground level, and the roof is held up by cables, so they have to work around that. They cannot remove those cables, so have to employ engineers to figure it out rather than just basic construction. It is far more complicated than building from scratch where there are no obstacles that have to be worked around.

If you think that is absurd, you obviously have not seen the numbers for the stadiums built for American football in the USA (i.e. SOFI Stadium in LA) which have made or will make 1.2 billion for Etihad a good deal by comparison 😅
And not an especially nice one…🤔 if i compare with the “more or less” same price’s range in the Us, or Bernabeu and Camp Nou…mmmhhh, i really don’t see where this stadium is so amazing, in UK, Tottenham’s stadium i is way more beautiful and modern looking…
